ORP Program

The Opioid Overdose Response Program (ORP) leads and coordinates naloxone (Narcan) trainings, conducts community outreach efforts, and provides overdose prevention strategies and support.

Free, Online Naloxone Training

The Howard County Health Department offers free virtual training on the use of naloxone, which you can do at your convenience using the registration links below.

In-person naloxone training and distribution is also available on Tuesdays and Thursdays from 10am to 2:00pm at the HCHD mobile health van parked on the right-hand side of the Health Department located at 8930 Stanford Blvd. Columbia, MD 21045.

Basic Naloxone Training (takes less than 15 minutes)

Through a brief instructional video, you’ll learn the core skills needed to recognize a potential opioid overdose and how to take immediate action to reverse an opioid overdose.

Best for: Quick, foundational instruction on how to identify and respond to a potential opioid overdose and administer naloxone.

Comprehensive Naloxone Training (takes 30-40 minutes)

This online session provides a complete overview of the local overdose trends, substance awareness, and practical prevention tools, as well as how to safely and effectively administer naloxone nasal spray (Narcan) to reverse an opioid overdose. In addition to mastering step-by-step emergency care, you’ll gain valuable context on the impact of substance misuse in Howard County and how to safely handle and dispose of unwanted or unused medications.

Best for: More in-depth education on County data, resources and programs; more in-depth instruction on how to identify and respond to an opioid overdose; a certificate of completion for school or work.
