Kimberly Pruim serves as the Director of Constituent Services and Community Partnerships to County Executive Calvin Ball. She is passionate about forging and reinforcing community relationships and ensuring all constituents have a seat at the table to discuss county business, concerns and opportunities to build a better Howard County. She also oversees the County’s appointment processes and works collaboratively to ensure representation on citizen boards and commissions reflects the diversity of Howard County. Believing in the importance of the youth voice, Kimberly manages intern placements, serving as a mentor herself, and is the County’s Business Liaison to Project SEARCH.
As designated, Kimberly also serves as project manager for the Executive’s priority projects including: the Money Matters Fair, a financial literacy initiative; the Veteran’s Day Parade and Lakefront Ceremony, a celebration of our veterans and armed forces; the annual Toys for Tots Campaign, a collaboration with the Marine Corps Reserve Foundation helping distribute thousands of toys to local children and families during the holiday season, spread cheer to our children and families during the holiday season, and other community-driven initiatives. She is also the County Executive’s alternate representative to the DC Metroplex BWI Community Roundtable, a multi-jurisdictional effort on airport noise.
During the Ball Administration’s first term, Kimberly assisted in the creation and implementation of a constituent management database, improving case management and response times. In the past four years, she ensured over 10,000 constituents had questions answered, concerns addressed, or were navigated successfully through county, state or federal bureaucracy to resolve their issues. Building upon successes, Kimberly established a Constituent Services page and a dedicated email to improve response times and initiated a Coffee and Conversations with Constituent Services series, where constituent liaisons go into the community to meet residents where they live and listen. Promoting accessibility to the Executive’s office, she also regularly attends community events and association or organizing meetings as well as local events on behalf of the County Executive.
Prior to joining the Administration, Kimberly had nearly a decade of experience in county government. As Special Assistant to then Councilmember Calvin Ball, she oversaw legislative affairs, managed constituent relations and district office operations, cultivated community relationships and partnerships with residents and community organizations, spearheaded initiatives and events in support of our neighbors, and was responsible for district communication including drafting testimony, press releases, community newsletters, and managing social media. She also has experience in the private sector having managed business and client relations and cultivated strategic partnerships with local, regional and international associations.
Kimberly lives in Crofton, MD with her rescue dog, Luci, is passionate about fostering dogs until they find their forever home and serves as president of her homeowners association. She also served on Anne Arundel County Executive Steuart Pittman’s transition team as a committee member. Kimberly graduated from the University of Maryland, Baltimore County with a B.A. in Political Science, a B.A. in Psychology and a minor in Legal Policy.
Lonnie R. Robbins was appointed Howard County Chief Administrative Officer effective January 3, 2007 after serving as Deputy Chief Administrative Officer since 2004. He began his career with Howard County government as an Assistant County Solicitor in the Office of Law in 1989, and was named a Senior Assistant County Solicitor in 1993.
In these capacities, he advised and represented various County departments and agencies, including the Police Department, Police Hearing Board, County Council, Purchasing, Citizen Services, Transportation and Recreation and Parks. In addition, he represented various boards and commissions, including the Board of Appeals, Human Rights, Ethics, Mental health Authority, Local Children’s Board, Equal Business Opportunity and the Economic Development Authority.
Robbins currently serves as a Trustee of both the Howard County Employee’s Pension Plan and the Howard County Police and Fire Pension Plan. Robbins is admitted to practice law in Maryland and Pennsylvania state courts, as well as in the Federal District Court of Maryland and the Supreme Court of the United States.
A native of Snow Hill, Maryland, Robbins attended the University of Maryland College Park. He earned a B.S. degree in Business and Public Administration, with a concentration in Transportation. He later received his J.D. degree from the University of Baltimore School of Law.
